InvestMonitor is a data-driven platform that maps Ukraine’s investment environment through open sources and, crucially, through a regional lens. Its purpose is straightforward: to show that Ukraine is not a single risk profile. Even in wartime, some regions and sectors remain investable.
The platform is built for the people who speak about Ukraine abroad: analysts, experts, local officials and businesses - anyone whose job is to attract investor attention and turn interest into decisions.
For communities and firms, InvestMonitor is a way to present their potential more convincingly to foreign investors.
It draws on several official datasets: enterprise activity from the State Statistics Service; foreign direct investment statistics from the National Bank of Ukraine; and corporate financial statements from the national open-data portal. Those numbers are then complemented with on-the-ground business assessments collected through regular surveys on investment risks.
This is standard financial practice: combine quantitative measures with qualitative signals to get a fuller picture. The result is a 360-degree view of investment conditions.
Both Ukrainian businesses and international investors can take part in the surveys. Each group receives a tailored questionnaire: investors are asked about the information they need to make investment decisions, while businesses respond to those queries by evaluating the business climate in their regions.
Surveys are available online upon registration. Investors receive a questionnaire focused on investment priorities, risks, and barriers, while Ukrainian businesses assess infrastructure, legal frameworks, economic conditions, and other key factors influencing regional investment attractiveness.
The platform relies exclusively on public government sources. It uses
National Bank of Ukraine data for 2021–2025 on FDI flows and positions by region, partner country and sector, as well as income from direct investment and the NBU’s business surveys. It also incorporates State Statistics Service data on the number of enterprises by sector, and quarterly and annual corporate financial statements from data.gov.ua.
The investment-metrics module alone processes more than 5GB of cleaned, normalised and validated data. On that basis, InvestMonitor calculates and visualises metrics that global business audiences recognise: liquidity, margins, returns on equity and assets - broken down by oblast and community, across a five-year period.
Basic access to key indicators and the Investment Environment Index is open to all users. However, registration is required to participate in surveys or access advanced analytics and detailed reports.
